Delhi Elections : EC disappointed with Chief Secretary NCT of Delhi
The Election Commission had a meeting with the Chief Secretary, Govt. of N.C.T. of Delhi in connection with the administrative and infrastructure arrangements required to be ensured by the Chief Secretary, Govt. of N.C.T. of Delhi for conducting the General Elections to the Legislative Assembly of N.C.T. of Delhi due before 17th December, 2008. The Commission noted that the progress in ensuring these administrative and infrastructure arrangements, after the last meeting held with the Chief Secretary, Govt. of N.C.T. of Delhi on 05.09.2007, has been rather slow as evidenced by the following:-
Against the requirement of 10,829 BLOs (Booth Level Officers), only 4684 have so far been appointed.
Only 200 officials for supervisory work for electoral roll revision were made available against the requirement of 2300 officials.
The database of manpower available with the Delhi Government, NDMC, MCD etc. has still not been made available resulting in serious problems.
Number of election related posts are lying vacant.
Even after issue of appointment order of Joint Chief Electoral Officer of NCT of Delhi, it has taken nearly three months for the official to join as Joint Chief Electoral Officer of NCT of Delhi in the month of March, 2008.
Large number of transfers of electoral roll revision related officials done during revision in violation of the policy instructions of the Commission without prior concurrence of the Commission in spite of the fact that the matter had been brought to the notice of the Chief Secretary and the Lt.Governor of Delhi.
Three VRECs are yet to be set up.
The Commission expressed its displeasure to the Chief Secretary, NCT of Delhi at this tardy progress and directed that urgent necessary steps be taken to ensure that administrative and infrastructure support arrangements required to be made in connection with the electoral management for conducting general elections should be done forthwith. The Commission also decided to hold another meeting with the Chief Secretary, Govt. of NCT of Delhi shortly.
