The Delhi Pradesh Congress Committee (DPCC) has announced a much-awaited list of 53 candidates for assembly election in Delhi. Names of 17 constituencies are still pending which are likely to be announced tomorrow, sources said.

This list was submitted today to the central election committee of the Congress by the DPCC, said Jai Parkash Agarwal, state Congress president.

In the list of 53 candidates, 13 are being given ticket for the first time.

Sources said that from Greater Kailash former mayor Jaishri Panwar was also asking for ticket. But Jittu, former Leader of the House, MCD, has been successful as he has strong clout in AICC. Deepa Khullar who will contest assembly election against BJP’s state president Harsh Vardhan had won the councillor’s election as an independent candidate.

Daynand Chandela has joined the Congress after resigning from the BJP. The same is the case of Ramvir Singh Bidhuri who resigned from the NCP and joined the Congress.

DevelopmentActivities:

AsMember of the Grama Panchayat for 5 years from 1964 – 1969

Asthere was no water supply in the Panchayat, about a dozen wells were made fordrinking water in the various parts of the Panchayat ward.

Dozensof hand pumps were also installed in different parts of the ward.

Anumber of concrete foot bridges were also constructed in the water logged areasof the ward.

AsCorporator for 10 years from 1969 – 1979:

Tookup developmental activities very seriously. During his tenure as CorporationCouncillor the division has had the maximum development. Dozens of roads andcross roads throughout the length and breadth of the division were made,electricity lines and water supply pipe lines were extended all along the roadsand drainage facilities provided for all major roads and good retaining wallsconstructed on all the slanding sides of the public tank.

Thetrenching ground located within the division was removed and the entire spacewas filled up and converted into a maidan, where subsequently a government hospitaland a public market have been constructed on one side of the ground. Theremaining part of the maidan is developed as play grounds for culturalactivities, games and sports competitions.

AnOpen Air Theatre was also planned and preliminary works of filling the groundand providing drainage on all sides were completed during that period. Compoundwall with grills were also provided for.

AsMLA for three terms from 1980-1991:

Asa member of the legislature assembly from Palluruthy constituency, all basicinfrastructure for development of the constituency was completed. Two MLA roadsconnecting two major islands were made. The constituency which lay separatedwith big and small islands lying apart were al connected with bridges making itpossible to reach every corner of the constituency by road. A water supplyscheme aided by World Bank was implemented in the constituency and water supplywas extended to the remote parts of the villages by laying huge supply mainpipes. Three overhead water tanks were constructed as part of the scheme in thethree Panchayats in the constituency and the hundreds of public water tapsprovided in the villages. The fourth overhead tank, ground work for which hadbeen completed in Chellanan Panchayat was never completed after his term asMLA. Drinking water was made available in every part of the constituency.

Inthe educational field, upgrading of two government schools, as High Schools anda primary school as UP school and starting of a college in the constituency aswell starting of plus two course and vocational higher secondary course in twoHigh schools were accomplished. Was responsible for improving the facilities ofthe High school, Palluruthy by providing a water supply scheme, bifurcating thehigh school into two high schools, one for boys and another for girls. Wasinstrumental for providing land for play ground of the school.

Has constructed 300 houses at own cost within 8 days at the request of the Maharashtra State Government to re-habilitate the riot affected people of Bhiwandi.

There is a proposal to re-develop slum areas to provide 10,000 houses to slum dwellers in Bombay, free of cost, on ownership basis.

It is with a deep sense ofresponsibility, and an overwhelming sense of concern that we write to you. Thefounders and the leaders of the Congress party like your eminentgrandfather-in-law had always encouraged a tradition of free and uninhibitedexchange of views amongst congressmen. They have built the foundation of Indiandemocracy on the four pillars of liberty of opinion, freedom of expression,responsibility of action and above all nation before self. We believe we arebeing true to these ideals in placing our views before you.

Madam President, we belong to ageneration which had the good fortune to have, as role models, people like.Mahatma, – Gandhi,Pt..,. Nehru, Maulana Azad, Subhash Chandra Bose, SardarPatel, Lal Bahadur Shastri and Indira Gandhi. It is under their tutelage thatwe learnt about the value of, sacrifice, and the intensity of national, pride.They taught us to be Indian first and Congressmen next. Your family has, morethan once, made the supreme sacrifice to uphold these ideals.

After the demise of Rajivji, the partyfelt orphaned. Like most orphans, its condition deteriorated. With. the slowdecline of the Congress Party, the forces of communalism, violence, andfundamentalism, which would divide and break the country, grew from strength tostrength. As a result the country plunged from crises to crises. The last threeyears have seen more political, social economic turbulence in this country thanthe, previous 46., Right thinking people were leaving the Congress. The poor,the underprivileged, the minorities and the youth were disillusioned with theparty.

It was at such a bleak time Madam, thatsome Of us came to you. We had all watched with respect and admiration, thegreat dignity with which you and your children bore the series of blows thatlife dealt you. We also sensed the “genuine affection and care that youhad for Congressmen and the Congress Party. At this critical juncture in theparty’s life we came to you and requested you to take over the reins of theparty. We felt that the real respect the Congress party had for your familywould rejuvenate the Organisation. And we are not wrong. Your, presence in theparty gave it new life. The disintegration stopped. Congressmen Startedreturning to the fold.

For the past months, we have observedthe maturity and dignity you have brought to the high office of the Congresspresident. You have kept the fold together, consulted with senior colleaguesand motivated the youth, Through all this ran a clear purpose that the party socherished by your family did not perish. Such selflessness is not new to India,and this ability to put the party’s interest above yourself gave us hope andstrength.

With clarity of purpose youconcentrated on the party without getting involved in the political battlesfought on the ground and on the floor of Parliament. Despite tremendous pressure,you resisted the temptation to fight elections. Both at the AICC session inDelhi and at Panchmarhi, you very rightly reminded us that keeping the partystrong and vibrant was as important as running a government. When the fracturedoutcome of the general elections were out, you and the party accepted theverdict of the people of India that the Congress party had not fully lived upto their expectations. Other political parties were given a chance to take thisgreat country forward. At all times you intuitively understood and respectedthe often unstated wishes of the Indian people.

However, of late we have noticed whatwe hope is only a temporary aberration. We believe that this is the work of afew self seeking individuals, we pray that you are able to disengage yourselffrom,such minds. Soniaji you have lived as a daughter-in-law to India for thepast 30 years. You have, in your own way, absorbed much of this great country’sspirit. You are in the line of many non Indians who have loved-and adopted thiscountry and worked for its benefit. The Congress party which you now lead wasthe brainchild of a Scotsman, Sir A.0. Hurne. The seat you occupy has onceadorned by Annie Besant. It is in this selfless tradition that we see yourservices to the party and the nation.

Madam President, India is a countrywith a history and tradition going back for 1 000’s of years. It is a confidentculture and a proud nation. Above all it is a country which is self sufficientin every sense of the word. India has always lived in the spirit of theMahatma’s words “Let the winds from all over sweep into my room” butagain he said “I will not be swept off my feet”. We accept withinterest and humility the best which we can gather from the North, South, Eastor West and we absorb them into our soil.

But our inspiration, our soul, ourhonour, our pride, our dignity, is rooted in our soil. It has to be of thisearth. Soniaji you have became a part of us because you have all alongrespected this. We therefore find it strange that you should allow yourself toforget it at this crucial juncture. It is not possible that a country of 980million, with a wealth of education, competence and ability, can have anyoneother than an Indian, born of Indian soil, to head its government.

Some of us have tried to initiate andopen broader discussions on this issue within the party. It is an issue which.affects not just the security, the economic interest and the internationalimage of India, but hits at the core pride of every Indian. Unfortunately thisinitiative has been thwarted at every stage.

At the risk of repetition we would liketo emphasise that, as Congressmen, we look up to you as a leader who kept theparty together and is a source of strength to all of us. We hope that you willcontinue in this role for many years. But, as a responsible political party, wealso have to understand the genuine concern of the average Indian who may ormay not be a Congressman. That Indian is concerned about the person who willguide the course of his destiny for at least five years

lndia’s Prime ministership is probablythe single most difficult job in the world today. A country the size of asubcontinent, with a population of 980 million. A vibrant, vocal democracy, astruggling economy, fissiparous forces tearing the social fabric, insurgencyand terrorism which cuts at national unity. No government anywhere in the worldfaces the type of complex problems and multidimensional issues that needattention in India. A person who is to take the reins of this country needs alarge measure of experience and understanding of public life. That is why thefounders of the party insisted that people who aspired for higher positionsshould first spend time working their way up. This way the party worker got acquaintedwith the complexity of issues in the country.

The average Indian is not unreasonablein demanding that his Prime Minister have some track record in public life. TheCongress Party needs to respect this very justifiable expectation. We need tounderstand that, during an election campaign, every congress worker has to beable to be aggressive about his party’s line. Our workers cannot afford to beeither defensive or apologetic. This will negatively affect the party’sperformance.

We believe, Madam President, that evennow it is not too late. Let this great party once again move forward in thedirection of Rajivji’s dream. – A strong resurgent India leading the world intothe 21′t century. Rajivji’s dream was shared by all of us. We look to you to leadthe party to fulfil this dream.

We have discussed this matter today inthe CWC at great length. We stand by the views we have expressed there. Therecan be no two opinions that this personalized campaign started by the BJPagainst you is reprehensible and needs to be opposed strongly. At the same timewe would again state that the issue raised by us in today ’s meeting is real asfar as this country is concerned and cannot be wished away.

We believe that it is ourresponsibility as congressmen and political leaders to formally place on recordour view and request the CWC and you to consider the following suggestion whichwe feel would set at rest the controversy currently being debated across thecountry.

(1) The Congress Manifesto shouldsuggest an amendment to the Constitution of India, to the effect that theoffices of the President, Vice President and Prime Minister can only be held bynatural born Indian citizens.

We would also request that you, asCongress president, propose this amendment. This will be in line vath your ownconsistent stand that your sole concern in entering public life was to reviveand rejuvenate the party for what Pandit ji, lndiraji and Rajivji gave theirall, Such a stand will not only further enhance your status but also give strengthto the Congress party as it goes to the polls.

We urge you to consider the issues wehave raised in the same spirit and seriousness with which we have raised them.We believe that in the larger interests of the party and the country you wouldaccept the suggestion we have made.

This National Convention of the Nationalist Congress Party views with great concern the BJP Rule in the country. The encouragement to the communal fascist forces in their party to resort to divisive activities are destroying the unity and integrity of this nation. “‘Unity in Diversity” which was the “Pride of the Nation” has been completely shattered. It is not strange that the Government has exposed its inability to take prompt decision and stern action, due to the pressure from extremist elements in their party in spite of NDA’s comfortable majority in the Parliament.

The hate culture fomented by the Ayodhya dispute and the communal riots in Gujarat engineered by the VHP and Sangh Parivar outfits with the active backing of the Government as evidenced with the situation in Gujarat and the consequent fear psychosis among the religious minority throughout the country has shaken the very fundamentals of the Nation.

It may be noted that this communal politics of the Sangh Parivar has in turn encouraged many other political parties to work under the banner of religion, caste, sub-caste or ethnic groups. This in turn, has destroyed the social fabric of the nation so carefully nurtured by other great leaders. The people are shocked to understand why parties are using guns, trishuls, lathis, communal riots and political murders as legitimate means of securing political goals.

The NCP, though a young party, has deeply entrenched itself in the principles of secularism and development as enunciated by the founding fathers as the basis on which we can build a great nation.

1. Problems facing the country

The 5 years of NDA rule has exposed BJP’s incapability to solve problems facing the country. They are least concerned about the pitiable condition of the people caused by their anti-poor and anti-farmer policies. More than a decade of implementation of new economic policy has proved that agriculture has been given a back seat in our policy. This has resulted in lower growth of agriculture and ruin.
Added to this, our failure to protect the interests of Indian agriculture and farmers at WTO forum has pushed more and more farmers to suicide. NCP firmly believes that agriculture in India is the means of livelihood for a vast majority of people and a weapon to maintain food security, so interest of farmers should be protected at all cost.

In addition to the creation of a viable national alternative, NCP appeals to unemployment youth, suffering farmers and ill-treated women to rise and organise for final battle of economic and social justice.
We are very worried about the stagnation in the industrial sector causing closure of thousands of units because of their inability to withstand competition from foreign products flooding the local markets. The Government who makes claims of high economic growth by publishing statistics does not care for the cause of workers thrown out of employment and driven to poverty on the so called successful implementation of the new economic reforms.

The reckless disinvestments programme of the Government has created not only large-scale unemployment, but also valuable profit making undertakings are being sold for a pittance all under the name of disinvesting before it is too late. The Government must come out clearly with its disinvestment programme and convince the people that only absolute loss making unviable units are likely to be disinvested.

In the absence of necessary infrastructure, technical guidance to improve quality and reduce cost of production, financial support and marketing assistance to promote exports, the Indian producers are at a disadvantage to face global competition.

It is heartening to note that our young boys and girls who have shown not only the country but the world what they can achieve, without any support from the Government, but only due to their sheer brilliance, India is on the verge of becoming the world’s Information Technology Leader.

2. Corruption Eradication

Corruption is the severest bane on the society committed to the ‘Rule of Law’. It has the potential of destroying the fundamentals of democratic values. Our Constitution envisaged and egalitarian society emanating from the ‘welfare state’. Corruption has crept in every limb of our nation’s state eating into its vitals like a termite. The NCP is committed to purging the society from this fatal evil. Various ways and means suggested for the majors to combat this devil have either failed or still labouring under the experiment. It is, however, broad consensus that the e-governance could prove to be the most effective instrument in eliminating corruption by reducing human touch at the implementation level. The NCP would endeavour to provide the instrument of e-governance at all the levels of governance.

3. PDS (Public Distribution System)

The PDS, which was a source of relief to the poor, has been neglected and the concept of rationing has been marginalized. It is strange that thousands of tons of food grains are rotting in the godowns of FCI, whereas lakhs of people especially those belonging to the tribal areas and weaker sections are left to starve. It is disheartening to find that the Government does not consider it their responsibility to feed or provide means of livelihood to the starving millions. The much publicized “Work for Food” programme is a Non-Starter.

4. Neglect of Welfare Measures

As the Government is assessing every department with a commercial approach, the welfare measures are relegated to the background. Food, employment, education, health care and social security measures are all being sidelined from the priority lists. The people are left to fend for themselves.

Primary education, which has been made one of the fundamental rights, is dealt with in a halfhearted way. No serious steps to impart compulsory Primary Education within a stipulated time frame are being taken. In lakhs of villages in the country, there are no school buildings, no regular teachers, no furniture, no teaching aids, and no funds to run the school. This Convention therefore calls upon the Government to give top priority to education and health in view of the fact that the greatest development activity of the country is the development of the child, the child’s mind and brain, which forms the base for the future development of the country.

Many states like Rajasthan are reeling under drought. Many states are facing acute scarcity of water for drinking as well as for irrigation. Schemes aimed at providing employment to the millions of youth are only on paper.

5. Women

The Nationalist Congress party reaffirms its commitment to work for empowerment of women. The Party supports the constitutional amendment for providing one-third representation for women in the Parliament and in the State Legislative bodies.

6. Youth

The youth constitute about one third of the population of the country. The most serious concern of the youth today is unemployment. It causes them frustration and drives them to violence.

While unemployment is a big problem, employ ability is a bigger problem. Therefore there is an urgent need to impart and enhance skill development so that the youth can go for self-employment.

The NCP is determined to involve the youth in several constructive programmes, like adult literacy, especially functional literacy, universalisation of elementary education, elimination of child labour practices, environmental protection, campaign against drug addiction etc. As the youth are to be future national leaders, the NCP will conduct massive programme of leadership training. The Convention calls upon the youth of the country to join the Nationalist Congress Party.

7. Peace talks with Pakistan:

This Convention welcomes the initiative taken by the Prime Minister to normalize diplomatic relations with Pakistan. It may be remembered that NCP President, Shri Sharad Pawar, Shri Praful Patel and Dr. Farooq Abdullah had met Shri Vajpayee and requested him to take the initiative for talks even before the PM made the formal announcement. NCP extends all support for the peace initiative of the Prime Minister and requests him to resume purposeful talks with Pakistan broadly on the lines of the Simla Agreement so that normalcy and peace can be restored in the sub-continent.

8. Iraq:

It is with regret we note the developments in Iraq. However, in view of the excellent relations between the people of Iraq and India, our country should engage itself in the process of re-construction of the country so that our Iraqi brothers and sisters may have a good future under their own legitimate government.

9. Viable Alternative:

Congress (I), which is the main opposition party has proved to be a failure to provide an alternative both in the Parliament and outside. Their inability to coordinate other opposition parties to grill the government on vital issues was glaring. But still at one point of time there was a move from the Congress (I) to coordinate the approach of opposition parties in the Parliament. But they seem not to be inclined to continue the line thereafter.

Their hesitation to act when opportunities knocked at their doors to dislodge the BJP-BSP government in Uttar Pradesh virtually stabilised the government, which was cracking down by defections in the BJP. It was again the perverted approach of the Congress (I) in having rejected the open offer of the NCP to cooperate with all secular parties including Congress (I) in Gujarat assembly elections that paved the way for the return of Modi Government in Gujarat.

They are also not realistic in their assessment of political situation. I hey should have known that days of single party rule in India is gone and that at least for some more years to come, India will have only coalition governments. Even though the anti-incumbency factor had helped Congress(l) to come to power in some states, the people do not reckon Congress(I) as an alternative to BJP for the main reason that Congress(I) is not acceptable to the great majority of the people of this country as the National Alternative.

Thus a viable National Alternative, the people are looking for, is yet to emerge.

The Convention congratulates the people for the support they have extended to our party and calls upon them to come forward and assist the party in our endeavour to establish a society, where there will be no exploitation, starvation, unemployment or poverty. This Party pledges itself to get rid of the communal and fascist regime at the Centre.

The Nationalist Congress Party will endeavour to work towards dislodging the BJP-NDA Government and intensify our efforts to bring about better coordination amongst like-minded secular parties

The Foundation Day Celebrations of the Nationalist Congress Party were held today, at Mavalankar Hall, Rafi Marg, New Delhi. Shri Sharad Pawar, President of the NCP, inaugurated the celebrations. Treasurer & Chief Spokesperson, Shri Praful Patel and General Secretarys’, Shri Tariq Anwar and Shri T.P. Peethambaran Master graced this occasion.

The Hall was packed to capacity with NCP delegates and well wishers from all over the country, who came to rejoice and celebrate this joyous occasion.

The Celebration was a great success with highly motivational speeches by all party leaders. The credit of the Foundation Day Celebrations goes to Shri S.R. Kohli, Hony. Permanent Secretary & Media Advisor, and the entire staff and officials at Party Headquarters. Pollution due to highly bribed DPCC and Member Secretary.

There is a government body called Delhi Pollution control committe existing in delhi called DPCC basically established for controlling pollution in this national capital region(DELHI).

I being an environment friendly citizen applied for a unit in prime industrial area of New Delhi only after installing and succesfully running the required systems for controlling pollution and treatment of Water.

The concerned department ie DPCC which became active sometimes and became natent most of the time, tortured me and my family continously for one and half year asking for clarifications for the reason for our application.

Inspite of giving all possible proofs to the department they made our consent application a big issue and keep on demanding huge amount of money from us which due to no other option we keep on giving them the amount whenever demanded from them.

Since I had refused them bribe when they had their first visit after the application,they were exploiting us all the time. In the mean time they were providing consents to the people which were not having systems for controlling pollution installed at their polluting units at a nominal bribe of 12000 This procedure of providing consent to operate polluting manufacturing units after getting bribe and not installing pollution control measures is till today’s date ie.23-06-2007 is kept on followed.

I complained this matter to CVC ( Central Vigilance commission ) and CBI( Central Beauru of Investigation) but of no use.

The member secretory Mrs.jaya seelan whose office is in secretariat building was continously abusing me with words i have never heard. She even was torturing me of what kind of science graduation i have attained in front of excise commissioner and then deputy commissioner of DPCC Mrs.Debashree Mukherjee. She was agreeing sometimes and abusing me and my family other time.

1)I had applied for a consent only when I had succesfully treated water continously for two years in Gagan Enterprises.

2) At the time of installation of the treatment plant , DPCC was not playing any active role in Delhi.

3)When I submitted my application form they tried to gramitacally figure out mistakes in that because at that time also they were recieving bribes from polluting units.

4)Even now there is no need to give you any media briefs for the kind and level of pollution in River Yamuna.

5)There are unlimited number of manufacturing units draining immense amount of UNTREATED water in Yamuna existing in Delhi.

6)Delhi face the threat of becoming a desert in the near future.

7)Ground water is being contaminated by toxic elements released by industrial untreated discharge. The disposal of industrial effluents into the Yamuna flood plain and water channels around Delhi, seepage through sewage dumps, agricultural waste, percolation of liquid wastes and general bad hygiene habits and poor sanitation provisions has led to this pollution.

8)Two decades ago Yamuna was a river,but what remains of it now is a sluggish flow laden with plastic,solid waste,untreated industrial water and corpses.

9)Japan Bank for International Co-operation extended a soft loan of Rs.700 crore for treating Yamuna.But due to collection of bribes by dpcc officials proprietors of industrial units are allowed to flush untreated water into sewer.

10)The biochemical oxygen demand(BOD),dissolved oxygen(DO) and colon bacillus colonies-three main parameters to gauge water quality-have worsened due to increasing corruption.

11)The courts are only concerned about removing encroachments and unauthorized colonies who discharge organic wastes.The untreated inorganic industrial effluents obviously make way into the river even if discharged by automatic machines or labours working in factories because industries are sources of huge bribe collection which fill pockets of jaya seelan also.

This criteria is not dependent on the place of residence of workers.

12)There is widespread pollution of Delhi’s underground water system due to excessive seepage of toxic chemicals like arsenic, mercury and fluorides. This is not surprising when 19 industrial drains empty into the Yamuna flood plain alone.

13)The pollutants that have affected the environment of Delhi due to this uncontrolled seepage are nitrates, potassium, phosphates and heavy metals like cadmium, chromium, copper, iron, nickel, lead and zinc.

14)People of delhi are be exposed to chromium through breathing, eating or drinking and through skin contact with chromium or chromium compounds. The level of chromium in air and water is generally low. In drinking water the level of chromium is usually low as well, but contaminated well water may contain the
dangerous chromium(IV); hexavalent chromium.
For most people eating food that
contains chromium(III) is the main route of chromium uptake, as chromium(III)
occurs naturally in many vegetables, fruits, meats, yeasts and grains.
Various ways of food preparation and storage may alter the chromium contents of food. When food in stores in steel tanks or cans chromium concentrations may rise.

Chromium(III) is an essential nutrient for humans and shortages may cause heart conditions, disruptions of metabolisms and diabetes. But the uptake of too much chromium(III) can cause health effects as well, for instance skin rashes.

Chromium(VI) is a danger to human health, mainly for people who work in the steel and textile industry. People who smoke tobacco also have a higher chance of exposure to chromium.

Chromium(VI) is known to cause various health effects. When it is a compound in leather products, it can cause allergic reactions, such as skin rash.

After breathing it in chromium(VI) can cause nose irritations and nosebleeds.
Other health problems that are caused by chromium(VI) are:

- Skin rashes
- Upset stomachs and ulcers
- Respiratory problems
- Weakened immune systems
- Kidney and liver damage
- Alteration of genetic material
- Lung cancer
- Death

The health hazards associated with exposure to chromium are dependent on its oxidation state. The metal form (chromium as it exists in this product) is of low toxicity. The hexavalent form is toxic. Adverse effects of the hexavalent form on the skin may include ulcerations, dermatitis, and allergic skin reactions. Inhalation of hexavalent chromium compounds can result in ulceration and perforation of the mucous membranes of the nasal septum,irritation of the pharynx and larynx, asthmatic bronchitis, bronchospasms and
edema. Respiratory symptoms may include coughing and wheezing, shortness of breath, and nasal itch.

15)Nickel is not known to cause any health problems when people are
exposed to it at levels above the MCL for relatively short periods of time.
Nickel has the potential to cause the following effects from a
lifetime exposure at levels above the MCL: decreased body weight; heart and liver damage; skin irritation.

16)Exposure occurs from lead’s presence in air, food, water, soil, dustfall,paint, and other materials. Lead is readily absorbed by the body via the primary routes of entry, inhalation and ingestion. Studies indicate that 10% to 20% of inhaled lead enters the blood stream. In children, approximately 50% of ingested lead is absorbed as compared to 8% to 10% for adults. This is especially significant since much of children’s lead exposure is caused by their normal habits of mouthing dirty hands, objects and materials.

Within the body, lead is found in circulating red blood cells, soft tissues(liver and kidney), and bone (where lead is accumulated). Blood lead concentrations are the most reliable indicator of recent lead exposure.Known health effects of lead poisoning include:

Anemia.
Brain and nervous system damage, which can include permanent mental and motor retardation and in extreme cases, death.
Severe kidney injury or failure.
Injury to the gastrointestinal system and the heart.
Damage to the reproductive system, including:
Ovarian and testicular dysfunction.
Impaired fetal blood synthesis, premature births, and other delivery
complications.
Long-term, low level lead exposure causes learning deficits and behavioral problems in children. The major source to children is through contact with the dust or chips from old lead-containing paint. However, significant airborne exposure may occur near manufacturing facilities emitting large amounts of lead.

At present, a child with blood lead levels over 10 micrograms per deciliter (µg/dl) is considered lead-poisoned. Exposure to air containing 1 µg/m3 of lead is associated with a 5 µg/dl increase in blood lead; thus, long-term exposure to air containing over 2 µg/m3 could cause a child to become lead-poisoned.

Recent studies suggest that lead may be a factor in high blood pressure and subsequent heart disease in middle-aged white males.

Effects on Plants and Animals
At common low ambient concentrations lead does not usually pose a threat to plants and animals. However, exposure to high concentrations has adversely affected domestic animals, wildlife, and aquatic life. Areas near major emission sources are most susceptible.

16)Water is polluted with zinc, due to the presence of large quantities of zinc in the wastewater of industrial plants in Delhi.This wastewater is not purified and thereb resulting further increase of pollution in delhi.
One of the consequences is that yamuna is depositing zinc-polluted sludge on their banks. Zinc may also increase the acidity of waters.
Some fish can accumulate zinc in their bodies, when they live in
zinc-contaminated waterways. When zinc enters the bodies of these fish it is able to bio magnify up the food chain.

Large quantities of zinc can be found in soils. When the soils of farmland are polluted with zinc, animals will absorb concentrations that are damaging to their health. Water-soluble zinc that is located in soils can contaminate groundwater.

Zinc cannot only be a threat to cattle, but also to plant species. Plants often have a zinc uptake that their systems cannot handle, due to the accumulation of zinc in soils.

On zinc-rich soils only a limited number of plants has a chance of survival.
That is why there is not much plant diversity near zinc-disposing factories.

Due to the effects upon plants zinc is a serious threat to the productions of farmlands. Despite of this zinc-containing manures are still applied.

Finally, zinc can interrupt the activity in soils, as it negatively
influences the activity of microrganisms and earthworms. The breakdown of
organic matter may seriously slow down because of this.

17)Around 1393 mld of sewerage finds its way into river Yamuna through 19 major drains. Out falling into the river carrying 218 mls which includes 48 mgd of industrial effluent. BOD content of this water is 587 mld in all the 5 sewerage zones of Delhi. 64% of total BOD is from domestic sources. 10-15% of nutrients added to the soils through fertilizers eventually find their surface water system. The highest load occurs from the NCT Delhi (about 152 MT/day of BOD load) as compared to the loads of other cities which vary from 1 mt/day) as per Yamuna Action Plan. Everyday about 1880 mld of waste water is discharge into the river from Delhi through 18 drains. More than 95% waster water in Delhi is drained by 5 drains viz. Nazafgarh, Sen Nursing home, and power house drain.

18)The 48 km stretch of the Yamuna River in Delhi is heavily polluted by domestic and industrial wastewater.

19)Chemical contamination will lead to the spread of many lethal diseases like cancer in the near future.

20)There are 28 industrial areas in Delhi. Most of the small and tiny industries do not have individual facilities to treat liquid waste.

21)The alarming rise in chemical pollution last year too and consumption by humans is likely to cause a number of diseases. This process is never checked due to money and favour collection by Delhi Pollution Control Committe all the time they visit polluted industries. It is well-known that cadmium contamination causes anaemia, high blood pressure, liver trouble and hepatic and renal disorders. Nickel causes pneumonia, lung and nose cancer, headache nausea and vomiting. Lead may cause gastric problems, kidney diseases and nervous disorders. Zinc is toxic to plants.

22)The air pollution in delhi has also increased rapidly.

23)Children have narrower airways than do adults. Thus, irritation or
inflammation caused by air pollution that would produce only a slight
response in an adult can result in a potentially significant obstruction of the airways in a young child.
During exercise, children, like adults, breathe with both their nose and
mouth rather than just their noses. When the nose is bypassed during the
breathing process, the filtering effects of the nose are lost, therefore
allowing more air pollution to be inhaled.

24)Sulfur dioxide not only has a bad odor, it can irritate the respiratory system. Exposure to high concentrations for short periods of time can constrict the bronchi and increase mucous flow, making breathing difficult.

Children, the elderly, those with chronic lung disease, and asthmatics are especially susceptible to these effects. Sulfur dioxide can also:
Immediately irritate the lung and throat at concentrations greater than 6
parts per million (ppm) in many people.
Impair the respiratory system’s defenses against foreign particles and
bacteria, when exposed to concentrations less than 6 ppm for longer time
periods.
Apparently enhance the harmful effects of ozone. (Combinations of the two
gases at concentrations occasionally found in the ambient air appear to
increase airway resistance to breathing.)

Sulfur dioxide tends to have more toxic effects when acidic pollutants,
liquid or solid aerosols, and particulates are also present.
Effects are more pronounced among mouth breathers, e.g., people who are exercising or who have head colds. These effects include:
Health problems, such as episodes of bronchitis requiring hospitalization
associated with lower-level acid concentrations.
Self-reported respiratory conditions, such as chronic cough and difficult breathing, associated with acid aerosol concentrations. (Asthmatic individuals are especially susceptible to these effects. The elderly and those with chronic respiratory conditions may also be affected at lower concentrations than the general population.)

Increased respiratory tract infections, associated with longer term,
lower-level exposures to SO2 and acid aerosols.
Subjective symptoms, such as headaches and nausea, in the absence of
pathologicalabnormalities, due to long-term exposure.

Effects on Plants
Sulfur dioxide easily injures many plant species and varieties, both native and cultivated. Some of the most sensitive plants include various
commercially valuable pines, legumes, red and black oaks, white ash, alfalfa and blackberry. The effects include:
Visible injury to the most sensitive plants at exposures as low as 0.12 ppm for 8 hours.
Visible injury to many other plant types of intermediate sensitivity at

Other Effects
Increases in sulfur dioxide concentrations accelerate the corrosion of
metals, probably through the formation of acids. (SO2 is a major precursor to acidic deposition.) Sulfur oxides may also damage stone and masonry, paint,various fibers, paper, leather, and electrical components.

27)There is serious problems with the extremely poor monitoring capacities of government agencies because they collect bribe and so give wrong data and also the information they generate is broadly indicative.

29)I had closed Gagan Enterprises in April 2004 itself.

30)DPCC and any environment groups in India only want media attention and no more devoted towards controlling pollution.

31)If I was right in controlling pollution then the reasons for my application were also righteous,this means I was tortured. If I was wrong in the decision for application,this is sure DPCC is not acting even today,because consents are being provided to polluting units in delhi after getting bribes,Then also Human Right Commission should pay at least some attention to my complaint and do whatever is suitable to the greatest authority in this earth,to become true to your lord.

32)There is a difference between long term remedies and short temporary measures for controlling pollution.

33)Dpcc is not following any of the above procedures because they are able to gather bribe from polluting units which thereby flourish more and thus polluting more.
I being surviving in the same system along with maintaining huge expenses for pollution control devices and also giving bribes was not able to run that factory.

34)The products manufactured in delhi are consumed in other states also.

35)The eligibility or intention of owner of any unit is the only criteria which is responsible for the methods that company employ in controlling pollution.

36)This factor is not dependent on geographic location of the polluting unit.Simply relocating industries means relocating pollution from the backyard of Delhi’s elite to wherever human life can be found to be cheaper

37)My first claim is that inspite of relocating the polluting units,there should be ban on indivisuals to open any manufacturing unit whether polluting or not; in any area. If ohchr is ready to send me details of proofs required to show and proove my complaints i can send that through any medium and also through courier.

38)As I had already mentioned due to the torture faced by me when I was operating an industry in which all the pollution control measures were installed and succesfully being used continously for treatment and purification of water and air; for not giving bribe too often,I had to face more hassles and torture, I closed that unit in march 2004.

39)Now I opened an Electronic Goods showroom in september 2004.

40)For no reason DDA officials visited this premises and told me that we are there to enchourage youngsters and we dont require small amount of bribe.

41)Since they dont use the exact words to demand money and talk like demanding gifts which is much a common way of harrasing and collecting bribe in delhi, and also I was in no mood to give bribe because of fewer resources and also less daily expenditure money I can utilise at any moment of time.

42)They(A Government Organisation) are again ready to exploit me and my family by demanding more and more money.

43)IF GOVERNMENT AGENCIES DON’T HAVE ENOUGH LAWS TO PUNISH AND FINE ANYONE WORKING IN THIS CITY,THEY HAVE NO RIGHT TO DISCOURAGE AND HARASS THEM BY SENDING INAPPROPRIATE AND INCOMPLETE NOTICES THAT CANNOT BE IMPONDED ON THEM, JUST BECAUSE THEY NEED MORE BRIBE.

45)I am sending you more proof to place my complaint but my request for reply in the form of e mail is the same.I have just given one of the examples of domestic remedies which i had already exhausted before complaining to human rights commission Thus I am in no intention to repeat this kind of procedures of domestic remedies because they are of no use in the kind of society,system we are surviving in india. The level of ethics and commitment is almost nil in all government employees of india.

I am no longer able to continue to survive remembering that torture and humiliation.
